Subfloor Ventilation in Gosford
Central Coast Council's Brisbane Water foreshore study, from 2015, names the severe ocean storm of 1974 and the less severe event of 2007 among the major historical coastal floods. If your home is on the Gosford waterfront or in Saratoga, check whether the lot is flood prone before choosing a subfloor ventilation fix.

Subfloor Ventilation around Gosford
The same study, Council's Brisbane Water Foreshore Floodplain Risk Management Study, says groundwater levels in the primarily sandy soils of the area would likely rise in accordance with the rising water levels in Brisbane Water. That is the study's expectation, tied to rising water levels, not a statement about the groundwater under any house today, and it names no street or house.
Where a subfloor is excessively damp or subject to frequent flooding, the National Construction Code requires, for new work, 50% more subfloor ventilation, a ground membrane or durable subfloor framing. Council's online mapping tool shows whether a property is subject to a 1 in 100 chance flood event, and a flood-prone property carries a message on its Section 10.7 Planning Certificate.

Permits and Central Coast Council rules
Whether cutting a new subfloor vent here needs approval is for the council to confirm: the state's exemption for minor external alterations does not cover making or enlarging an opening in a wall, and a separate clause exempts a ventilator at least 900 mm from every lot boundary, though whether a wall vent counts as a ventilator is not settled by anything read for this site.
