Any electrical wiring work must be done by, or under the supervision of, a licensed electrician, and NSW says that holds regardless of the cost of the work. Unlicensed electrical work carries a fine of A$22,000 for an individual or A$110,000 for a company.

What fan-forced subfloor ventilation on the Central Coast actually involves

Electrical wiring work is the physical work of installing, repairing, altering, removing or adding to an electrical installation, or supervising it. Once the fan is tested, the electrician lodges a Certificate of Compliance for Electrical Work with Building Commission NSW, no later than 7 days after the test. Give the electrician your email address when the work is booked so the certificate reaches you once it is lodged. Keep it: it can assist a warranty claim on the installed fan later.

What is not settled yet

Whether installing the fan unit itself is licensed as mechanical services work, which would apply at any value and not only above A$5,000, is not settled by any government page read for this site. If it does apply, it changes the answer for jobs under A$5,000. Ask the provider, and ask Building Commission NSW in writing, before assuming a small fan job needs no licence.

Low-voltage and solar fans

The Act leaves equipment operating at not more than 50 volts alternating current or 120 volts ripple-free direct current out of its definition of an electrical installation, and it leaves out anything connected beyond a power outlet socket. That does not settle a solar or low-voltage fan: the wiring on the mains side of its transformer or controller is a separate question, so never assume a fan of this kind needs no licensed electrician.
