Subfloor Ventilation in The Entrance

Central Coast Council's Tuggerah Lakes study, dated 21 November 2014, says ponding in yards still occurs and may take several days to drain away, and that it is likely to be associated with high water table conditions. Subfloor Ventilation around The Entrance

The study, Council's Tuggerah Lakes Floodplain Risk Management Study and Plan by WMAwater, covers Tuggerah Lake, Budgewoi Lake and Lake Munmorah and the immediate floodplain, and the properties at Wyong and Tuggerah with ground levels below approximately 3 mAHD. It says local drainage flooding occurs in nearly all suburbs due to the relatively flat grades. It is a 2014 study and the page says so; it names no street and no house.

Where a subfloor is excessively damp or subject to frequent flooding, the National Construction Code requires, for new work, 50% more subfloor ventilation, a ground membrane or durable subfloor framing. Check your address on Council's online mapping tool, which shows whether a property is subject to a 1 in 100 chance flood event.

Permits and Central Coast Council rules

Whether cutting a new subfloor vent here needs approval is for the council to confirm: the state's exemption for minor external alterations does not cover making or enlarging an opening in a wall, and a separate clause exempts a ventilator at least 900 mm from every lot boundary, though whether a wall vent counts as a ventilator is not settled by anything read for this site.
